Project Description
We assisted the Baltimore Metropolitan Council (BMC) with a 2020 Regional Analysis of Impediments to Fair Housing Choice (AI). A unique aspect of this study was an analysis of how zoning and land use codes and growth-control measures of the participating municipalities limited housing choice in neighborhoods with quality schools. We analyzed the amount and location of land zoned to accommodate multifamily and middle-market products; crossed zoning districts with the number of subsidized rentals that had been created in each; and assessed the discriminatory effects of jurisdictional application of state-allowed Adequate Public Facilities Ordinances (APFOs), which govern the allocation of building permits.
