Project Description

We assisted the Idaho Housing and Finance Association (IHFA) and the Idaho Department of Commerce (Commerce) with the development of a county-level model of housing affordability, workforce housing, and transportation cost metrics. This model was developed to support the state’s new Five-year Consolidated Plan.

We have also completed a statewide Analysis of Impediments to Fair Housing Choice (AI) in Idaho in 2011, 2016, and 2021.

Unique aspect of study

Working with our partner Clarion Associates, we analyzed land use and zoning codes for potential fair housing barriers for every county in the state. We also conducted a review of state policies associated with the ability of jurisdictions to generate local revenue, which was added to the scope after stakeholders identified this as a potential barrier.
