Project Description

We advised the City and County of Denver’s Department of Housing Stability (HOST) on development of a resident preference policy as part of the city’s efforts to mitigate involuntary displacement of residents due to rising housing costs. The Root team developed a policy paper that considers how a resident preference policy could be effective in addressing a negative outcome of Denver’s recent economic growth—the involuntary upheaval of long-time and low income residents and workforce. It also considers potential fair housing challenges of a policy based on measures of segregation and “hyper” segregation.

UNIQUE ASPECT OF THE STUDY
The policy was informed by prior research we conducted that asked residents if they had been involuntarily displaced. That research found that between 2012 and 2017, 27% of African American and 26% of Hispanic Denver residents experienced involuntary displacement, largely because of rent increases.
