Project Description
The Root team worked closely with the State of Florida to draft their 5-year Consolidated Plan, Annual Action Plan, and update the state’s fair housing analysis during the spring and summer of 2020. The timing of the study meant we also helped the state navigate CARES Act funding allocation and incorporation into the 2020 Action Plan. The State of Florida has one of the largest non-entitlement allocations in the country (including combined allocations from CDBG, HOME, ESG, HOPWA, RHP, and HTF) and spans an incredibly diverse range of communities—from rural, to coastal, to urban—and cultures.

Unique Aspect of this Project
In addition to working on traditional Con Plan fields, the Root team helped the state design an allocation methodology for CARES Act funds (CDBG-CV2) deployed through the state to both entitlement and non-entitlement areas. The final formula accounted for baseline housing and community development needs as well as direct and indirect impacts of the COVID-19 pandemic.
