Project Description
For the State of New Hampshire, Root surveyed stakeholders, assisted with virtual stakeholder discussions, and evaluated the state’s current programs funded by the Community Development Block Grant (CDBG) against current needs. We analyzed the state’s CDBG scoring systems and developed a revised system that was more efficient for staff to use and more heavily weighted toward community needs.

Unique Aspect of the Study
As a result of the COVID-19 pandemic, the state lost a significant number of child care slots. Our study evaluated how the state’s scoring system assessed child care applications to ensure that this growing need was adequately reflected in community development needs.
